How to Get Paystubs & W-2s on NYCAPS ESS (Updated on April 5, 2024)
It’s tax season and NYCAPS/ESS has been down for “scheduled maintenance” for over a week without any advance notice. As of April 5, you are now able to access your paystubs & W-2 forms via NYCAPS/ESS on city networks at: https://hrb.nycaps.nycnet.
POLITICO recently reported this is related to phishing attacks, but we have no official statement on when we can expect the website to be up (and if it will be available in time for us to file our taxes).
Here’s what we know so far as of April 5, 2024:
The external website at www.nyc.gov/ess is still down and unavailable.
The internal website accessed at work through the city intranet via CityShare allows you to log into NYCAPS/ESS, which now has paystubs & W-2 forms available for download.
Some employees have been issued a warning about phishing attacks and have been instructed not to click on links sent to them via text message purporting to be NYCAPS.
There is speculation that the external NYCAPS/ESS website will continue to be down until the city has installed two-factor authentication (2FA) security for logins—but there is no public timeline on when this will be complete nor when it will become available again.
How to Get Your Electronic W-2s on NYCAPS/ESS
As of April 5, you are now able to access your paystubs & W-2 forms via NYCAPS/ESS on city networks at: https://hrb.nycaps.nycnet. Follow these instructions to access your information:
Make sure that you are either on a city network at work or that you are logged into a city network via VPN.
Navigate to https://hrb.nycaps.nycnet in your browser.
Log into NYCAPS/ESS with your username and password and click on the “Pay and Tax Information” tile to retrieve your paystubs and W-2 forms.
Unless you’re one of the lucky city workers with access, there is no documented way to get your electronic W-2s in NYCAPS/ESS right now. Currently, either access to NYCAPS Employee Self-Service is completely down for “scheduled maintenance” or workers are getting the following error screen when accessing NYCAPS/ESS via the city intranet:

How to Get Your Paper W-2s
If you still need paper forms, then follow these instructions to get paper copies of your W-2 forms:
Before you do anything, file an extension for your taxes. Note that you will need to make an initial estimated tax payment as a part of filing a tax extension, but once you do you will have until October 15th of the calendar year to finalize your tax filing.
Download this form, fill it out, and then fax it to FISA-OPA at 212-857-7276.
According to FISA-OPA, you will receive your paper W-2s within 14 business days. This means it can potentially take three (3) weeks for you to get them. You should immediately file for an extension to your taxes so you can take advantage of having until October 15th to file them.
